do to the amount of time security cameras need to record, the video is not always going to be HD. Also, I think depending on how the record time is set, the video may record in such a way that frames are skipped. This too helps with space saving and longer record times.
With all that being said, I am not arguing with you or the tweet about whether this is legit or not. Just saying a security camera looking shitty or missing some detail ain't totally impossible.

my fault, I was thinking about personal, small business cameras. Those city cameras seem to be a whole different beast.
a muzzle flash lasts for 1 frame in a video recording. a camera does not capture every moment of life it records. its possible the camera missed it.Why no muzzle flash?

true but the amount of shots it would capture at least one.besides im not buying that because on the news i see the guys bust shoots at a college party and it captured all the muzzle flashes.busy city with no other cameras come on.the more i kept hearing and seeing it on the news this morning the more i was like this was planned.
