But I want to know why 750k was secured with only a padlock. I don't care if it was in pennies, a padlock?

My assumption is probably was going to be destroyed or recycled to make new coins. Or was going to be checked for circulation. One location may be to check, the other mint to recycle the metal and make the new coins.
