Pelosi unveils $2.5 trillion counterproposal to GOP coronavirus stimulus

House Speaker Nancy Pelosi unveiled on Monday a sweeping counterproposal to Senate Republicans' $1.8 trillion coronavirus stimulus package.

Why it matters: House Democrats' legislation — which comes with a $2.5 trillion price tag — comes after negotiations between Capitol Hill leaders and the White House broke down over the weekend, culminating in two failed procedural votes that have left the Senate Republicans' bill in limbo.

The state of play: Democrats, who have asserted that the Senate GOP bill is a corporate slush fund that doesn't do enough to help American workers, are hoping that the release of this bill will give them more leverage in negotiations with Republicans.

  • But Republicans have accused Democrats of playing politics during a national crisis by stalling action on their bill, calling this latest measure a "Democratic wish list" — as Senate Majority Leader Mitch McConnell characterized it.
The "Take Responsibility for Workers and Families Act":

  • Increases the amount of money being offered to individuals to $1,500, and up to $7,500 for a family of five. The same GOP income thresholds in the GOP bill would apply — $75,000 for individuals and $150,000 for couples, but the benefit would be available to anyone with an individual taxpayer identification number, retirees and unemployed individuals.
  • Waives $10,000 in federal student loan payments.
  • Dedicate $4 billion in grant funding to help states with upcoming elections and nationally mandates 15 days of early voting and no-excuse absentee vote-by-mail, including mailing a ballot to all registered voters in an emergency.
  • Includes a section that would cancel several executive orders and presidential memorandums that Democrats argue have weakened public sector unions' ability to engage in collective bargaining.
  • Creates new carbon offset guidelines for airlines, with a long-term goal of reducing jet fuel emissions by 50% by 2050.
  • Allocates $150 billion to support hospitals, local health centers and government-funded medical programs, with an additional $80 billion in low-interest loans to hospitals.
  • Eliminates cost-sharing for coronavirus treatments and vaccines for all patients, including the uninsured.
  • Addresses broader health care concerns that Democrats have pushed for months, including increasing subsidies on the individual market and creating new incentives for states to expand Medicaid.
  • Provides child care assistance to health care workers and emergency personnel.
  • Would temporarily provide $600 per week to unemployed workers affected by the coronavirus. Self-employed workers, Americans whose contracts were canceled, and new entrants to the job market would also be eligible.
  • Expands paid sick leave and family medical leave, as well as gives more money to food-safety benefits.
  • Provides $500 billion in grants and interest-free loans to small businesses.
  • Creates a $200 billion stabilization fund for states and $15 billion for local governments through the Community Development Block Grant program. The legislation also authorizes the Federal Reserve to purchase state and local government bonds.
  • Pumps nearly $60 billion into schools and universities, with $50 billion directly provided to states for school funding and nearly $10 billion to higher education institutions.
  • Dedicates $20 billion to reimbursing the U.S. Postal Service for lost revenue, and forgives USPS debt.
  • Requires companies receiving federal assistance during coronavirus to institute a $15 minimum wage.
What's next: Discussions between McConnell, Pelosi, Senate Minority Leader Chuck Schumer and Treasury Secretary Steven Mnuchin will continue over the next few days. Both sides are confident they will ultimately reach an agreement given the dire need to deliver this aid as soon as possible.

I see the republicans are PUBLICLY bitching about the voter registration, emissions, and immigration-related shit. If this a trap, they falling for it

Repugs actually put themselves into a corner because if the democrats remove the fluff(which might just be a trap in the first place) the republicans will be exposed for not wanting the $1,500 and up payments and other protection for 'joe sixpack.' Hope the dems are playing chess for once.

The democrats will remove emissions or solar and we will see what's what.
 
I haven't read all of the proposals, but I understand dems have requested greater visibility and oversight for the corporate funding. Its not clear what that will turn out to be, I still don't think a single dollar of it should be a grant. Make them pay it back or give the govt an ownership stake for every single penny.

I know what you are saying but they will have the airlines by the balls and if they really need the money than they need to get down. What would that hurt ? We all need a cleaner planet

There is just a shift in demand to other industries. The car industry will benefit tremendously. Less international travel as other countries do not want to fly terrorist planes built in the U.S. or receive people from here. Increased demand for IT products. This is the new normal. Your just not traveling to other countries because they do not want you which will increase demand locally.

This virus is not stopping me from eating, driving, or doing anything.
 
Here is what really happened, I am preparing to leave the U.S. and seek asylum., the U.S. cooked up some deranged scheme to terrorize by using passenger jets that are sold all over the world and claiming they crashed because of some glitch or defect. If you don't comply with their deranged ideas, your new passenger jets will come crashing into the ocean.

This basically shuts down all international travel, how do you put your citizens on an aircraft that could be rigged to crash? It is no different than the Iranians holding hostage people in the embassy and making demands. China did something similar to get rid of Google, and later we find out they are working with the NSA via Edward Snowden.

I believe somebody red flag them and are using this to hide an international ban. I am openly repudiating what the U.S. tried to do. We are going to have to deal with these elements or we will all suffer.

Nah, do it here. Plenty of people are in the hole because of student loan debt.

This would be great for those folks that are at 10K or less. It would be a huge benefit from not having to continue paying those BS monthly loan payments.

Wish it were higher than 10K, but I dont ever see this being offered as an option in a future bill.

Absolutely.

I don't give a fuck about what the "Right" does.

I care about how this government will help its citizens, especially a huge segment of it that was sold, for generations, a bill of goods about getting a College Education and falling into student loan debt.

If you get help with your car note, more power to you.

I'm talking about what is IN THE PROPOSED bill however.

You do know that the vast majority of Americans don't have degrees and/or student loan debt, right?

You do know that most Americans don't have over $500 saved for emergencies, right?

Save the student loan gripes for another bill.

$15 minimum wage is a good one.

Not for small business owners. If you operate on thin margins (which would put you in the position of needing a loan to survive), tying wage requirements to this is a poison pill.

The Amazons and Walmarts of the world don't need the loans :dunno:

Do you have a student loan? If not why are you worried about them? A quick search tells me that there are somewhere around 44 million people with student loans over 20k..direct that 10k from each one of them elsewhere in the economy and what do you get?
