Old PC: whats best way to transfer from hdd's?

I got 2 old PC's that have a bunch of old IDE hard drives in them (about 12) And want to use an IDE to USB 2.0 adapter to go thru them and maybe format a few.

Is this my best option?

This is the shit that I got, it's from years ago... and I found the power cord to it so I thought I might could use it... but the bitch ain't showing up in my windows explorer when I put a drive in it and plug it up.

I definitely need to get access to these mp3's, but that's not the priority... I want to use this old PC for something, even if it's just for a simple office terminal to get online, print, scan, email, etc.
