This is a general guide to dealing with police and avoiding deadly encounters.
Never establish voluntary/consensual contact with Police! You need to leave an encounter as soon as possible. It is not the time to be social or friendly. They don't know if you have committed an arm robbery.
The problem when the police approach somebody is that citizens feel they are being detained and unable to leave unless the officer lets them. In many cases, this is not the case. By asking the right questions, you can figure out what is happening. Asking if you are being detained will allow you to determine that you can leave an encounter quickly for safety. The police can detain you without physical restraint, causing confusion for many people.
An officer by remaining silent about the nature of the encounter can say that he was not detaining you for questioning in court to get around the need to establish reasonable suspicion. You don't have to be social or polite which may be counter intuitive to your nature.
Are you detaining me or am I free to go?
You want to figure out if you are on the left or middle. If you are on the left side walk or drive away! A traffic stop does not give an officer reasonable suspicion for anything else, other than to write a speeding ticket or other minor traffic offenses. The officer may exploit that opportunity to make general inquiry about other crimes. You need to tell them to finish writing your ticket and remain silent. In essence, you can have two of these at a time! You can be detained for a traffic ticket and be on the middle/right just for that minor traffic offense and an officer can have you on the left while writing the ticket for other crimes.
Traffic Stop:
Are you detaining me for some other criminal offense or am I free to go after writing my traffic ticket?
Grab your wallet with your ID and car registration before the police approach your car! Searching for any items when they are near could trigger a panic situation resulting in your death.
Complaint!
If you see misconduct or incompetence, file a complaint. A cop wants to stay on the job and avoid getting fired. Wait until after the encounter to respond. If a cop put you on the middle or right side without good justification, complain. Don't let this guy continue to patrol without his work performance documented. Somebody might need that information to discredit or prove misconduct by showing a pattern.
Based on my experience, police are being used to enforce segregation, kill, or ethnically cleanse by the community. You can reduce their effectiveness by being knowledgeable reducing possible encounters. Your response will shape their behavior with other people.
Film Law Enforcement - Cell Phones, This will create a panopticon effect that will deter any misconduct
Finally, be politically active, to shape the policies and laws that police enforce. Don't let a small minority pass all kinds of laws or put racist cops on the squad to ethnically cleanse through targeted enforcement.
