The city can legally ban anyone from its limits if it sees fit so long as there is proper justification, and believe me, based on the amount of sh*t he's been in in the last 8 months the city court would uphold it. Either that, or mandate the film production company PAY FOR EXTRA POLICE OVERTIME or pull their film permits.
