UNITED NATIONS -- North Korea vowed on Thursday to launch a pre-emptive nuclear strike against the United States, amplifying its threatening rhetoric as U.N. diplomats voted on whether to level new sanctions against Pyongyang for its recent nuclear test.

An unidentified spokesman for Pyongyang's Foreign Ministry said the North will exercise its right for "a preemptive nuclear attack to destroy the strongholds of the aggressors" because Washington is pushing to start a nuclear war against the North.

Although North Korea boasts of nuclear bombs and pre-emptive strikes, it is not thought to have mastered the ability to produce a warhead small enough to put on a missile capable of reaching the U.S. It is believed to have enough nuclear fuel, however, for several crude nuclear devices.

Such inflammatory rhetoric is common from North Korea, and especially so in recent days. North Korea is angry over the possible sanctions and over upcoming U.S.-South Korean military drills. At a mass rally in Pyongyang on Thursday, tens of thousands of North Koreans protested the U.S.-South Korean war drills and sanctions.

Army Gen. Kang Pyo Yong told the crowd that North Korea is ready to fire long-range nuclear-armed missiles at Washington.

"Intercontinental ballistic missiles and various other missiles, which have already set their striking targets, are now armed with lighter, smaller and diversified nuclear warheads and are placed on a standby status," Kang said. "When we shell (the missiles), Washington, which is the stronghold of evils, .... will be engulfed in a sea of fire."

A top US lawmaker warned North Korea Thursday that any pre-emptive nuclear strike against the United States would be suicide, telling Congress the isolated nation posed "a growing threat."

"I do not think the regime in Pyongyang wants to commit suicide, but that, as they must surely know, would be the result of any attack on the United States," Senator Bob Menendez told the Senate Foreign Relations Committee.

He was speaking as the United Nations adopted tough new sanctions on North Korea for last month's nuclear test, and as Pyongyang said a new war was "unavoidable" on the peninsula because of South Korean-US military exercises.

The North's military "will exercise the right to a pre-emptive nuclear attack to destroy the strongholds of the aggressors," Pyongyang's foreign ministry said.

Menendez told Thursday's committee hearing on US policy towards North Korea that the threat was "absurd."

But he warned: "There should be no doubt about our determination, willingness, and capability to neutralize and counter any threat that North Korea may present."

North Korea has accumulated some 20 to 40 kilos of plutonium, "enough for perhaps six to eight nuclear weapons," Menendez said. It is also seeking the capability to fit a nuclear warhead to an intercontinental ballistic missile.

"In time, if its present course remains unaltered, North Korea will pose a direct threat to the United States," Menendez warned.

"Today, North Korea certainly poses a growing threat to our allies and to American forces in region."

The only place they can hit in the US is the US Embassy in South Korea - possibly a base in Japan - so technically they can strike the US but they do not have the capability to launch a missile that will sucessfully transverse the thousands of miles to strike even Alaska let alone the continental US -

The United States and South Korea are provoking a conflict by having U.S. troops stationed and conducting war exercises. It was the same tactic that was used in the Middle East to instigate a terrorist attack that allowed the occupation of Iraq. Except now, we are facing nuclear weapons that may be used, rather than planes in the sky. The U.S. government need to remove the troops and end the war exercises that have provoked the DPRK into building thermonuclear weapons.

The U.S. will attempt to provoke North Korea into conflict that may result in the use of thermonuclear weapons. They have some missile shield that they will gamble on to knock these weapons down.

This Ronald Reagan, peace through strength crap needs to go. They should have removed all U.S. military from the peninsula to encourage peace talks and stopped the war exercises. Having 30,000 troops will not provide any security against the barrage of missiles and millions of DPRK soldiers that can stream across at any moment.
