Technically, he didn't pay shit as far as the courts are concerned. No money order receipt, no payment via child support agency, no signature on any type of payment from the mother. So, there is no record of him making last payment, and the courts can still consider it due. He can get his DL suspended, a warrant put out for arrest and or pay checks taxed. Also not to mention court fees, and penalties added.
We have know idea what the ex-wife put him though, but he should have never let whatever the situation was between them, affect the relationship with his daughter.

If you and your wife break up and you send her some money to make sure your child is well looked after the divorce lawyer can, and probably will, argue that all the money you gave her up until that court appearance doesn't count. The judge will probably rule that you have to pay it all over again, with interest, or go to jail and be labeled as a deadbeat.
Worst of all, the system encourages women to go along with it. If a woman goes to a divorce lawyer and says "get it done quick I want to move on with my life." That lawyer will do whatever they can to breed hatred and tell them what they are "owed". They want to make these fights as nasty as possible so they can keep collecting fees. If a man fights back in any way he's looked at as a monster who doesn't care about his children.
When a man is subjected to this kind of treatment for so many years it can be hard to remember that his wife is being used as a pawn by the system. It's much easier to blame her than the court appointed enablers and influencers.
That's how you end up with stunts like this.
