driver doesnt have license, so they ask the passenger for HIS license??

They tried to fight this in the courts, but the courts ruled against citizen's rights. Claim asking for ID other than driver is for witnesses. It's at the pig's discretion though. Usually don't pull the shit during white traffic stops. With black traffic stops, it's warrant check time.
All this shit this summer and ain't shit been done about the main way people interact with pigs: Tax collecting traffic stops.

Sheriff Victor Hill ordered his entire Internal Affairs Unit to come in and begin an investigation that has been on going since 8pm. The Sheriff has ordered that the Deputy involved be placed on administrative leave pending the outcome of the investigation.

There is no ID law in California.
