Hmmm....some domains come with webdesign managers that will kinda basically walk you through through some trial and error until ya get it right.
You could get ahold of dreamweaver to build them yourself on/offline and you can ftp your site to your domain. Its a pretty interesting program to use andlearn from and there's tutorials online to help ya out.
I never really outsourced the building of one but I had my friends kinda explain it to me then I just built some through practice and trial by fire lol.
