Cleared means you're no longer suspected of committing a crime or have been acquitted. He wasn't cleared. Charges were just dropped because the blackmailer didn't attempt to extort K Hart directly. They went through a third party, so the DA would have a hard time proving the case. They still believe he and the broad did it.
