George Bush Jr. was one of the smartest presidents the USA ever had. Unfortunately he was also a ruthless opportunist that knew how to milk public tragedies for all they were worth. His feigned stupidity allowed him to connect with under educated Americans. It also allowed him to get away with unbelievably bald faced lies. When he said Iraq has WMDs and the whole world knows they didn't people gave Dubyah a pass because they figured he was too dumb to know any better.
What do you base this on? By all standard measurements of intellect he was anywhere from a moron to slightly above average intelligence. But there is NOTHING that would objectively put him anywhere near the top of the most intelligent presidents the country has ever had.

The man was able to take the random tragedy of 9/11 and successfully use it as an excuse to invade a country that had nothing to do with it even though people knew he was completely full of shit. That kind of crookedness take a master stroke to pull off, even for a politician.
Even more brilliant, he used hurricane Katrina as an excuse to dismantle FEMA. Just think, who else could have pulled that off?
Also, did you notice that practically all of his "Bushisms" come from his time as president? Practically none of them come from his five years as governor of Texas? So unless someone dropped him on his head in 2000 pictures like the one in the OP are all just part of his act.
If he was really as moronic as people claim then why did the Republicans endorse him in the first place? Yes, he was horribly corrupt and took on special interests in a way that would have made Regan blush, but there are plenty of "smart" republicans that also would have done that.

Governors race has only two debates with limited scope and a known line of questioning that writers give him prepared answers to. Rarely did he have a unscripted Q&A on anything more nuanced than "tell us about crime and education". No comparison. His other face time is extremely limited and controlled and all deal with state issues (oil, immigration, crime, education) that are easily learned in a cram session.
Because he appealed to the base, came with a famous name and resume, and was bought and paid for and easily controlled by oil interests.
