The explanation the cop gave is one of the most bullshit reasons for giving a ticket I ever heard. The speed limit was 40 but the driver was driving at 30 according to the audio. Is it even legal to pull someone over for simple driving under the speed limit. I have never heard of that happening anywhere in the world before.

I was once pulled over and ticketed for going 1 mile under the speed limit since I was in the left (passing) lane.
