He was referring to Obama in his childhood that's why you idiot! Looks like we have a bunch of emotional idiots on here that don't have too great of a command over the English language. Jimmy Carter said Black (adjective)then he paused and said Boy (noun). The term Black was used as a way to describe the boy he was speaking of and not as a derogatory remark. The reason he even said it was to show how major this race is. A Black boy grew up with his mother and grandparents in poverty to rise up to become one of the world's most prominent politicians

When I lived in the south, it was normal, common, not unusual to hear southerners (black and white) refer to another guy as "that boy" in conversation when they are trying to be friendly. I was thrown for a minute until I noticed many did it and it didn't matter the race of who they were talking about.

That doesn't mean you can't detect the distinction between it and a flat out racial slur. Which is how shegottahaveanoversizedhumongousass picked it up but he don't know no better. Right or wrong, it is the way many white southerners talk.

His interview with MSNBC was on point, he was talking about the magnitude of Obama's nomination and how the country changed from when he was a child. He also talked about how Republicans have mastered the art of using racial issues to stir the pot.
