He's pragmatically saying things that he knows will play to the definite racist feelings and attitudes of a large chunk of white voters. Unfortunately it works, and they have been using it successfully for a long time. Newt just knows how to deliver the words more forcefully than others.

The reason these programs are attacked is because it creates a quasi-minimum wage for companies.
If the government gave you Section 8 plus foodstamps or unemployment, equaling a living standard of $1300, a company would have to exceed that by 2x to get you to leave welfare and work for them. In effect creating a minimum wage that companies would have to meet. Without these programs, companies will push down wages...
