What is the argument for Iran winning?

Iran sustained far more casualties, the lost high ranking officers and commanders, lost multiple nuclear scientists, and sustained the most damage. Isreal continued to strike them even after they agreed to a cease fire. It also appears that they agreed to the cease fire first. I’m curious, what is the argument that Iran won? They are definitely much further behind in their nuclear program than they were prior to the conflict.

None of those things you listed has slowed Iran down and number 3 is legacy media falsehood. If Israel were "winning" it would not be attempting to block videos and images of the damages to numerous parts of Israel and occupied territories. Hell, you might as well list Trump's faux ceasefire as another "win"
