They are suffering the same way many people in Africa is suffering, and is caused when the white man colonized lands of people of color, use them as slaves and breaded them for cheap labor.. In order to house the rising numbers to their laborers, super ghettos, with poor sewage (if any) were created.. And the land that could safely feed, absorb the waste and provide ample water, became contaminated from human waste, leaking into the ground water impacting, humans, crops and wild life that need the water to survive..
The result is, these super ghettos are not able to support themselves and must depend of aid just for the basics, food water and shelter, the sanitation there is very unhealthy and coupled with the high density of these areas, creates the perfect breeding ground to pathogens and if nothing is done, its just a matter of time before a new germ pops up killing most of them if you study the history of disease you would understand how they work and the conditions that create killer plagues.
Getting back to the original point blaming or getting on the poor for the conditions they are forced to live under, is simply blaming the victims for being victimized... They did not create the system they are forced to live in.. And like us they are the victims of long lasting institutionalized racism and white supremacy..
