But lack of oversight is what leads to this. THE PD in major cities operate just like gangs, they go to war everyday with each other. They want loyality & to know that the other cops showing up in tense situations have their backs. I can respect that.

What they also want to know other cops wont snitch them out. This is where Dorner went off the rails. The PD saw Dorner was an idealist & dismissed him. They want loyality over truth. Just like many established institutions & businesses.

Former LAPD Chief Parks tried the oversight route, just about the whole force revolted against him. Parks aint clean mind you. But black chiefs in LA dont work, because the institutional politics dictate other ideals. And with a declining black population in LA , the PD is less & less inclined to answer to parts of the community it serves.

Especially ones with a weak & shrinking tax base.
