Unless the person is in near freezing water, that boy is brain dead within 10 minutes. Look up how long the brain can survive without oxygen. While your at it, look up how the oxygen gets to the brain.

Dog, you have to get the transplant BEFORE you go into cardiac arrest or hope you survive to get a transplant AFTER (if you even need one), but you can't get one DURING. A LOT of shit can trigger cardiac arrest, what about a kid that falls into a frozen pond and goes into cardiac arrest from shock and lack of oxygen, should that have a heart waiting for him when they pull him out?
