This movie and "Casino Royale" are the beginnings ofthe Bond legend. Remember, when "Casino Royale" begins, he still needs 2 confirmed kills to get his "00" status. He is still learning and growing to the expectations of M. This is also why there is no Q and all of his gadgets in the newest movies.

This isn't a "reboot" because until "Casino Royale" there hasn't been a movie that showed Bond in the beginning of his 00 career, and it isn't "erasing" all that came before like the 2nd Hulk movie. And there are more than one "00" agent at the same time, but they usually get killed, hence the line about M not having to worry about her mistake of promoting him to 00 because "Double 0's don't have a very long life expectancy". In "The Man With the Golden Gun" a 00 agent was killed by the movie villian, and one was found dead in the movie "A View to a Kill". Alexander "Alec" Trevelyan (006) was the villian in the movie "GoldenEye". He and Bond were on a mission together when 006 gets captured and "killed". Bond completes the mission but learns years later that 006 was alive and was behind everything.
