My first suggestion would be to find another business. The margin for web hosting is SMALL. Bandwidth is cheap, so the real money is in all the a la carte services: SEO, anti-spam, etc. Just look at at godaddy. They almost give away the hosting and kill you on add ons.
If you REALLY want to get into the biz, I would just be a re-seller for a company that has the best commission plan. Use that money to buy good hardware, find your own COLO and start your biz that way.
I work for a large COLO re-seller, so I see many web hosts go up and down every week.
