Good question. I believe it has to touch the ground to be classified as a tornado. Otherwise, it’s just a funnel cloud.

Unlikely, but straight line winds could. They are often mistaken for tornadoes.

We have been having some funky jet streams this winter were the alberta clipper from the north have been drooping down as far south as texas slamming into the warm wet air of the gulf creating perfect tornado conditions. We are lucky that there haven't been more twisters.
Dude i was on i95 in North Carolina driving a convertible and the wind got so strong traffic had to stop. And we actually saw a funnel forming in the sky but dissipated before it touched land. If it did i would have been fucked.
