The problems in the morning (6:15 EST) is the website backing up.
It usually last maybe 10 minutes,

I'm also concerned about the board just going down in the middle of the day.
On some occasions it's just a bunch of connections from Germany, India etc
I don't know how that works or why they are all attacking this server at the same time,
but in most cases that is the problem.

I'm going to talk to my ISP and see what he can do to get this website working better.
It is a problem and the performance has gotten worst.

There's other forums that have DDOS protection which keeps it running smoothly. You might want to look into getting some protection for your forum for those DDos attacks from other countries because your forum isn't the only one being attacked.

on the list of things that would make a website/forum run slow, hard drive speed wouldn't be in the top 5

has more to do with how well your databases are running, how well what ever you are using for IIS is running, how much memory and how it's allocated, internet speeds, IOPS of your storage array....(NVMe will help with that unless there is a bottle neck somewhere else)
