I do believe he was on drugs, true.
But his mannerism on stage etc... was actually learned from a guy named "Mesmer." It's where we get the term mesmerized from. The animation and theatrics were taught to him by Mesmer.
Hitler saw Mesmer perform once, and he liked how Mesmer captured the audience. He had Mesmer teach him the techniques. The rest is history.
