Me and a friend of mines whos a linguist had a convo about this and how each major cities accent came to be based on first basic things like Hills and valleys, second on the more popular immigrants that moved there. For example, Baltimore has the worst accent in America to me. So hearing it and then sperating the white version of it to the black version. Then picking apart the black version. was good convo. I dont consider them dumb for speaking the way they do when you think about the construct of how they got to speaking that way. But yeah bless up for the reasoning

Bro..if you really want to get deep into it we can.

Take my city for example, we (hood black people) have an accent. It originates from Mississippi where most of our family was originally from.

Now, the closer you get to the hood...the thicker the "Chicago" accent becomes. Why? well in my in opinion there are many factors.

Wack ass schools, bad parenting and no jobs...just my opinion.
