All the maesters can't be dead. They get new ones.

Tyrion doesn't need to give it to anyone. He is free now. His cousins are from Lannisport and have their own House there.

To anyone else question why is there still a need for a Night's Watch, remember that their purpose wasn't just protecting Westeros against White Walkers and Wildlings. The Watch is also the main form of prison in Westeros.
So even if they do't have to guards the realms of men, they still need a place to send all the murders, rapists, and other criminals for punishment.
