That was the Night's King,they changed his design from last year slightly....and for the kids..I'm going to assume,it has something to do with Craster leaving the baby boys in the forest by themselves as an offering to the White Walkers...

The nights king "allegedly" was a Stark and a Lord Commander of the Nights watch 800 years ago. I assume he still retains some of the uniformity of the Nights watch and that was his general attire.
The other WW had on uniforms too similar to officers, the wights are just zombies or foot soldiers.
I think the sons of Craster become WW officers. Crasters Keep is like West Point behind the wall.
The WW just want humans on their side of the wall. They're not the villains IMO

Craster only keeps his daughters but he sends his sons to the WW in the forest. He's never attacked or harrased by the WW either because they have an agreement.
Lord Commander Mormount was aware of the agreement and scolded Jon Snow when he observed and inquired about the transaction that led to the 1st sight of the Nights King touching the baby and converting him (Season 4 episodes 2-4)
The thirteenth Lord Commander of the Night's Watch found in the Haunted Forest a cold woman with bright blue eyes, seemingly a female White Walker. He brough her back through the Wall and declared himself "Night's King" and her his Queen. For thirteen years they ruled over his brothers in the Night's Watch, making human sacrifices.
One of the Stories Old Nan told Bran is about the Night's King. She said some people believe the Night's King was a Bolton, a Magnar of Skagos, an Umber, a Flint, a Norrey, or a Woodfoot. However, she identified the Night's King as a Stark of Winterfell and brother to the King of the North, and hints his name was Brandon.
In the TV series, the Night's King reanimates dead men into wights with only his will, and turns Craster's sons into White Walkers with his touch, abilities that have not been specified in the books. In fact, the fate of Craster's sons is still unknown: Old Nan's tales allude to the Others' feeding human children to the wights, or that wildling women lay with White Walkers to make horrible half-Walker babies, etc. Craster's wives do say that they believe that the infant sons that Craster gave the Others as sacrifices were turned into new White Walkers - but it wasn't clear if this is what actually happens, or if it was just the wild suspicion of Craster's frightened, isolated wives. When Samwell Tarly is told to flee with Gilly and her newborn son, Gilly urges that if he doesn't "they" will come for him. They'll be here soon, the sons." Confirmation of what exactly happens to Craster's sons has not occurred in the books yet.
I agree. I think Mourmont let it go because he just thought he was either leaving the boys out for the animals to devour,(so he could continue banging his own daughtersI don't think it's clear that Mormount was aware of the agreement. I think he just overlooked Craster's practice of abandoning male children because Craster's keep offered a rare refuge for Rangers who are scouting north of the wall.
Somehow I think if he knew White walker adoption agency was really going on he would have taken Craster out.
Keep in mind the battle they had at the Fist of the First men was the first encounter with White Walkers in over 8000 years. I think they probably thought that they existed once but no more.
