They felt safe enough to do it because she was clearly outnumbered as you see nothing but a bunch of white people on the bus. Had they tried this in my city they wouldnt have made it off that bus in the same condition they walked on it in & kiss that phone goodbye. But aside from all that, we are the city of brotherly love
