I knew a white guy...became wealthy by owning insurance companies in Florida...every time a major hurricane came through he would let the company go under and come back under a new name.
Florida has an insurance fund mandated that everyone pays into. When a company goes insolvent the fund picks up the slack. People still got their claims covered....basically free premium coming in...when time came to pay up just fold the company.
The Florida roofing scams also played a major role in the insurance company going out of business and rising rates. They got my aunt who lives in St. Pete back in 2019.
