I knew a white guy...became wealthy by owning insurance companies in Florida...every time a major hurricane came through he would let the company go under and come back under a new name.
Florida has an insurance fund mandated that everyone pays into. When a company goes insolvent the fund picks up the slack. People still got their claims covered....basically free premium coming in...when time came to pay up just fold the company.
