The only guy it can be said legitimately should have gotten a fight with Floyd is Sergio Martinez.

my favorite fights from FLoyd in recent years was Canelo (watching him shut out the kid everyone thought really had something for him was awesome), and believe it or not... ZAB JUDAH.

Him and Zab had that similiar style matchup, and Zab was more serious than he had ever been, plus he actually has more natural talent than FLoyd IMO. It was a chess match, and Zab just got mentally defeated.
