I don't know if they own or are renting, but I'd be pissed off about them tearing up the front yard if they lived next door to me too.
If they own the house, I'd try to talk to the neighbors in an effort to convince the boys to take it to a park, an empty lot, or a field; but if they are renting, I'd have taken it up with the landlord.
