Think of your Founding Fathers and their role when it comes to criminality. Most 18-year-olds don't vote because they may not see its importance. More importantly, the folks of that age bracket aren't gentry or property owners. They are renters. Or peasants. Or proletariots if you want to use the diction to highlight where you've been in your literary travels.
There are many ways to create the jury pools. Tax and municipal records and voting registration are used to form the cutlass against the brokeasses. No weapons formed against me, baby.

What if he was riding in a car with katts they get pulled over cops fine guns with multiple bodies on them hit everybody in the car with charges not his gun not his car not his turn to go down YET.
But I don't know the story seems like he is either lucky as hell or didn't have anything to do with the murders and was with the wrong people at the wrong time.
