A Senate committee on Wednesday approved President Joe Biden’s three nominees to the governing board of the U.S. Postal Service.

The nominees — Ron Stroman, a former deputy postmaster general; Amber McReynolds, who leads the nonprofit National Vote at Home Institute; and Anton Hajjar, the former general counsel of the American Postal Workers Union — now need to be confirmed by the full Senate before taking positions on the board.

The Senate Homeland Security and Governmental Affairs Committee approved the nominees without debate. Last week, Stroman, McReynolds and Hajjar appeared before the panel for a hearing in which they stressed the need to restore confidence in the Postal Service with a clear plan to improve delivery service.

The nominations could potentially shake up the Postal Service at a time when Postmaster General Louis DeJoy, a major Republican Party donor, pushes a controversial overhaul of mail operations. If approved, the trio would give Democrats and Democratic appointees a majority on the governing board.

DeJoy and board Chairman Ron Bloom, a Democrat, last month debuted a 10-year strategy meant to save the Postal Service from a projected $160 billion loss over the next decade.

The sweeping plan would relax the current first-class letter delivery standard of one to three days to a benchmark of one to five days for mail going to the farthest reaches of the postal network. Postal leaders have said 70% of mail would still be delivered within three days. The plan also includes investments in a new fleet of delivery vehicles and a proposal to consolidate underused post offices and hints at a potential postage rate increase.

Democrats have slammed the strategy as an unacceptable degradation of service and have renewed longstanding calls for DeJoy to step down.

Washington (CNN)The Justice Department is investigating campaign contributions
made by Postmaster General Louis DeJoy's private sector employees, his spokesman
confirmed Thursday. Mark Corallo, DeJoy's spokesman, denied any wrongdoing by DeJoy.
"Mr. DeJoy has learned that the Department of Justice is investigating campaign contributions made by employees who worked for him when he was in the private sector. He has always been scrupulous in his adherence to the campaign contribution laws and has never knowingly violated them," Corallo said in a statement.
"Mr. DeJoy fully cooperated with and answered the questions posed by Congress regarding these matters. The same is true of the Postal Service Inspector General's inquiry which after a thorough investigation gave Mr. DeJoy a clean bill of health on his disclosure and divestment issues. He expects nothing less in this latest matter and he intends to work with DOJ toward swiftly resolving it," he said.

Postmaster General DeJoy is under investigation by the Justice Department, his spokesman says.

The Justice Department is investigating Postmaster General Louis DeJoy over potential campaign fund-raising crimes when he was still in the private sector, according to his spokesman, who said that Mr. DeJoy is cooperating with investigators.

The investigation focuses on campaign contributions made by people employed by New Breed Logistics, the North Carolina-based company that Mr. DeJoy led before he was appointed postmaster general last year. Mr. DeJoy was a leading fund-raiser for Republicans and President Donald J. Trump.

“Mr. DeJoy has learned that the Department of Justice is investigating campaign contributions made by employees who worked for him when he was in the private sector,” said Mark Corallo, a spokesman for Mr. DeJoy.

“He has always been scrupulous in his adherence to the campaign contribution laws and has never knowingly violated them,” Mr. Corallo said.

The Washington Post, which earlier reported the existence of the federal investigation into Mr. DeJoy, reported last year that some New Breed Logistics employees felt that Mr. DeJoy and others close to him had pressured them to contribute to Republican candidates, and that the company used bonuses to repay employees for making those contributions.

It is a violation of campaign finance law for an individual or company to work around political contribution limits by essentially making additional donations under another party’s name.

The Democrats are the majority on the postal board, but cannot remove him
because their one vote superiority includes a Democrat who was appointed to
the board by Trump. This "Joe Machin" of the postal board refuses to remove
De Joy. That will end in this December where the tenures of some Republican
board members expire. Joe Biden will be able to put his own people there and
get rid of De Joy.

The Postal Service receives exactly $0 from the federal government!! They are fully self sustained by postage and package sales.

The only thing the federal government does that fucks with the USPS is mandate that employee pensions/benefits packages have to be fully "paid" on the front end. Meaning all employees have guaranteed pensions/benefits
IF they stay employed long enough......

however in reality the way it works is that "old-timers" have pensions paid for by the newer hires....

From most estimates anyone hired after 2010 can forget having a pension package available when they qualify for retirement. Some estimates said 2001.....hell they've been telling all employees "You are responsible for your future" and pushing the 401K options heavy the past 5+ years

Postmaster General DeJoy must change course – and fast

Postmaster General Louis DeJoy certainly gets more press than his predecessors. Some of the early commentary was downright bizarre and accused him of attempting to rig a presidential election (spoiler: he didn’t). Some media even blamed DeJoy for killing baby chickens. But now, the head of the United States Postal Service (USPS) is facing legitimate criticism over the degradation of service standards and piloting of postal banking services.

DeJoy certainly won’t be fired tomorrow, and President Joe Biden is more or less stuck with him until more (Trump-appointed) members of the USPS Board of Governors see their terms expire. But in the meantime, the Postmaster General can reverse course and implement real reforms that get the agency back on track. His job, and the fate of the USPS, depend on common sense reform.

Attorneys general take aim at DeJoy's USPS service slowdowns
What can be done about Louis DeJoy's plan to permanently slow much of the nation's mail service? A large group of attorneys general has an idea.

U.S. Postmaster General Louis DeJoy's plan to make some mail service "permanently slower" is not exactly popular. Paul Steidler, senior fellow at the Lexington Institute and an expert on the postal service, recently described the new U.S. Postal Service policies "disastrous," adding that mail service will be slower in the 2020s than in the 1970s.

The question is what, if anything, can be done about this. As NPR reported, a sizable group of attorneys general has an idea.

Attorneys general in 19 states and the District of Columbia filed an administrative complaint Thursday seeking to block U.S. Postmaster General Louis DeJoy's 10-year budget-cutting plan that includes slower deliveries, more expensive mailing rates and reduced hours for post offices. The complaint brought by the 20 attorneys general demands that the Postal Regulatory Commission thoroughly review DeJoy's plan in detail before fully rolling out the proposed changes that will affect service nationwide. The process would allow U.S. Postal Service customers to provide comments during a hearing before the commissioners.
To recap for those who may need a refresher, it was six months ago when DeJoy unveiled his "strategic plan" for the future of the Postal Service, and it was not well received. The Republican donor, chosen for the job by Donald Trump despite his lack of postal experience, presented a blueprint that included, among other things, higher rates, slower services, and reduced post office hours.


NPR's report added that the Postal Service has also begun "increasing prices on all commercial and retail domestic packages extending through the holiday season," with the temporary price increases scheduled to end the day after Christmas.

All of this has been widely panned, and over the summer, the Postal Regulatory Commission, which plays a USPS oversight role, was sharply critical of DeJoy's plan, questioning its core assumptions.

That, of course, was around the time that the public learned that the controversial postmaster general was also facing an FBI investigation over a campaign-finance scandal.

While the Postal Regulatory Commission's concerns did not stop the USPS from proceeding with the implementation of DeJoy's blueprint, it's now the basis for the pushback from the attorneys general.

A CBS News report added, "The complaint alleges that Postmaster General DeJoy is moving forward with the 10-year plan despite failing to get a review of its entire scope. The USPS received an advisory opinion from the PRC for only a few portions of the 10-year overhaul, the complaint alleges."

"To date, the Postal Service has only submitted two requests for an advisory opinion [from the PRC], which represent only a small portion of the Plan's scope," the attorneys general alleged.

While we wait for this matter to be adjudicated, let's also not forget that President Joe Biden still cannot fire the postmaster general, though he probably wants to. Earlier this year, White House Press Secretary Jen Psaki told reporters, "I think we can all agree — most Americans would agree — that the Postal Service needs leadership that can and will do a better job."

As we've discussed, the governing board of the U.S. Postal Service can remove DeJoy, and the confirmation of Biden's nominees to the board increased the odds that it might take such a step, but for now, there's little to suggest his job is in serious jeopardy.

One of the Democratic board members is Ron Bloom, a Trump appointee who's expressed support for DeJoy. In the spring, Bloom, who currently chairs the USPS board, told The Atlantic, in reference to the controversial postmaster general, "Right now, I think [DeJoy is] the proper man for the job. He's earned my support, and he will have it until he doesn't. And I have no particular reason to believe he will lose it."

Chicago’s post office delivery problems to take center stage in House hearing Friday

WASHINGTON – The ongoing inability of the U.S. Postal Service to improve service in Chicago is the subject of a congressional field hearing Friday.

The hearing, by the House Committee on Oversight and Reform Subcommittee on Government Operations, is titled, “Waiting on the Mail: Postal Service Standard Drops in Chicago and the Surrounding Area.”

“This hearing will examine the dramatic drops in postal delivery performance, both nationally and in the greater Chicago area,” panel chair Rep. Gerald Connolly, D-Va., said in a statement.

The witnesses are Eddie Morgan, Jr., the Chicago postmaster brought in last June to improve service; Melinda Perez, deputy assistant inspector general for audit in the Postal Service Office of Inspector General and Mack Julion, a representative of the National Association of Letter Carriers.

Some of the witnesses will be joining the hearing virtually from the Dirksen Federal Building.

Rep. Mike Quigley, D-Ill., a member of the committee, said in a statement, “In Chicago, USPS service standards have plummeted, with First-Class mail designated for three-to-five-day delivery arriving on time only 75.7% of the time” and since the beginning of the year, Quigley “has heard from over 1,000 of his constituents who have been receiving mail only a few times per week, with some going a week or more without any mail delivery at all.

“The hearing will examine the root causes of these service delays and how the Postal Service plans to address them, while highlighting the need for robust congressional oversight.” Quigley said.

Chicago area members of the Illinois Congressional delegation have for months now been pressuring the Postal Service — run by Postmaster General Louis DeJoy, a Trump appointee — for improvements.

After the hearing, members of the delegation — all Democrats — will hold a press conference, throwing a spotlight on a major source of constituent complaints. Besides Quigley, House Oversight Committee members include Reps. Danny Davis; Raja Krishnamoorthi and Robin Kelly. Expected to join them will be Sen. Dick Durbin and Reps. Bobby Rush, Jan Schakowsky, Sean Casten and Marie Newman.

WASHINGTON – On November 1st, Congressman Raja Krishnamoorthi sent a letter to President Biden requesting that he not reappoint U.S. Postal Service Board of Governors Chairman Ron Bloom. Mr. Bloom’s term with the USPS Board of Governors expires in December, and President Biden has the power to reappoint a new member of the Board of Governors who is prepared to properly evaluate the USPS policies and leadership – including Postmaster General DeJoy.
“As a member of the USPS Board of Governors, Chairman Bloom was responsible for the selection of Postmaster General DeJoy as Postmaster General and enabled his misguided 10-year ‘Delivering for America’ plan,” Congressman Krishnamoorthi wrote. “This policy, which Chairman Bloom claimed, ‘has my fingerprints,’ lengthened the standard delivery time for approximately 30% of first-class mail and packages. In Chairman Bloom’s response to my October 20th letter, he noted that the service standard changes were essential to ensure ‘more reliable service.’ Unfortunately, the only manner in which the Postal Service has become more ‘reliable’ is to deliver mail reliably late. Despite Postmaster General DeJoy’s claims, this massive postal slowdown was not even financially justified. As Postal Regulatory Commissioner Ashley Poling put it, ‘the plan also fails to provide sufficient evidence to justify exceptionally limited cost savings projections.’”
This letter follows an October 20th letter that Rep. Krishnamoorthi sent to Mr. Bloom urging him to support a vote on the Board of Governors to fire Postmaster General DeJoy due to his failed policies and controversy-ridden tenure. Rep. Krishnamoorthi was disappointed with the response that Mr. Bloom provided him, indicating his unsubstantiated belief that Mr. DeJoy and his policies have been justified and successful.

The U.S. Postal Service paid its top executives more in bonuses and perks last year than at any other point in the past decade, adding up to $370,622 in extra income for Postmaster General Louis DeJoy and four of his deputies, according to a Center for Public Integrity review of the agency’s financial disclosures.

DeJoy got a $75,000 performance bonus in fiscal year 2021, plus about $56,000 in other perks, which includes membership in two airline clubs, retirement counseling and financial planning services, according to the Postal Service’s newly released 10-K report. DeJoy earned this in addition to his $305,681 salary, the highest ever paid for the top job at USPS. In all, DeJoy earned about as much as President Joe Biden.
