They are probably hoping this works like the needle exchange programs. I deal with a lot of addicted clients and from my experience that does not stop them from using or diseases. Those people are still dying, mostly white and Hispanic. They probably want our numbers to go down along with theirs thinking niggas is still smoking crack like that.
