It's erroneous to think that the bank/Visa card eats the fraudulent charges. Yes, they will credit the money back on your card, but often it doesn't end there.
As a vendor that accepts credit cards through a merchant service account, most of the time when a chargeback is processed, legitimately or not, I end up eating the charge in full. The merchant service processor just takes it back out of MY account, not "Visa's". Even though we follow all the proper channels, getting the charge authorized, approved and processed, only to have the card holder claim "stolen" a week (or month) later, they pull the money back from our account. There is no magic fund that Visa has that "eats" it.
It's very frustrating and maddening. And unfair.
