Orange County sheriff’s officials released video Wednesday in the investigation into homeless outreach deputies’ fatal shooting of a Black man they’d accused of jaywalking in San Clemente last year.

The release includes dashcam, cellphone and motel surveillance video that capture the ordeal unfolding from the moment deputies contacted 42-year-old Kurt Andras Reinhold on the sidewalk, to the ensuing struggle and Reinhold’s shooting death.

No body camera video was released.

The Sept. 23 shooting, on the heels of national unrest over police violence, sparked protests that resulted in the city of San Clemente declaring a curfew in certain areas.

The two deputies involved, an eight-year veteran and a 13-year veteran, are full-time homeless liaison officers in San Clemente. Their duties involve assisting those living on the streets and helping them access resources and services. O.C. sheriff’s officials have not released their names.

The incident began when the deputies observed Reinhold near the corner of El Camino Real and Avenida San Gabriel as they sat in their patrol car across the street.

“Watch this, he’s going to jaywalk,” one of them can be heard saying on the dashcam footage.

The deputies then debate whether he’s jaywalking, with one telling the other, “Don’t make case law.”

The deputies then pull up to Reinhold, who’s standing on the sidewalk. After that, both the deputies and Reinhold disappear from the camera’s view, but their voices are still audible.

“Are you going to stop or are we going to have to make you stop?” one of the deputies asks Reinhold multiple times.

Reinhold is heard asking, “For what?” The deputy tells him for jaywalking.

“What are you talking about? I’m walking,” Reinhold replies, then shouts at the deputies to get off him.

An argument ensues. Reinhold says he doesn’t understand why he’s being stopped and repeatedly asks the deputies to stop touching him.

One deputy tells him he’s resisting arrest for jaywalking. “That’s ridiculous,” Reinhold says.

The audio from deputies’ microphones becomes unintelligible as the three move away from the patrol vehicle.

Bystander cellphone video captured the group continuing to argue as Reinhold tries to walk away from the deputies.

One deputy begins shoving Reinhold, and both deputies soon tackle him to the ground. Sgt. Dennis Breckner says in the video release the deputies were trying to “gain control of him.”

The motel security video — which was previously obtained by KTLA — captured the struggle that ensues, during which one deputy is heard in the video saying, “He’s got my gun,” according to the Sheriff’s Department.

The other deputy opens fire moments later. Two shots heard, one about seven seconds after the other.

Sheriff’s investigators had previously released a still from the footage that appears to show Reinhold’s hand near or on a deputy’s holster while he and the deputies were struggling on the ground.

But deputies have said it’s unclear whether Reinhold was able to unholster the weapon. That remains under investigation by the Orange County District Attorney’s Office.

The Sheriff’s Department had previously said the shooting happened roughly three minutes after deputies made contact with the man.

Reinhold’s family, who filed a wrongful death lawsuit in the case in December, released a statement through their lawyers Wednesday saying the new video “confirms what we knew all along – the involved deputies had no reason to stop Mr. Reinhold.”

“The OC Sheriffs Homeless Liaison Officers use pretext reasons to stop anyone for any reason they want, simply to harass the person,” attorney John C. Taylor wrote. “These officers created and escalated the confrontation with Kurt Reinhold causing his death.”

The shooting remains under investigation, with the DA’s office yet to determine whether it believes the shooting was justified.

1)Jaywalking is not an offense to arrest someone for so the cops were in the wrong. 2)If you have to debate or have doubts about whether or not it was jaywalking it's not so the cops were in the wrong. So the cops were in the wrong here. Pieces of shit find any way to try to flex their authority.

Watched the video. Dude did jaywalk, though it's a bullshit charge, he should've just relaxed, taken the ticket and go along his way. Dude resisted them trying to detain him then grabbed the officer's gun during the scuffle on the ground, and that's where he fucked up. I was on his side until he grabbed the gun, what they do after that is justified ‍
 
Imagine being a black officer involved in the internal investigation of these cases?
You see your people being killed and you know that the people who killed them are never going to be punished.
Only thing you can hope for is that the municipality pays the family a good amount of money.

Listen, I’m probably the biggest anti-criminal nigga on this board but I think you’re totally wrong. Even though what I’m about to say is conjecture, everyone walking this earth knows that if this was one of those unruly Karen bitches who thinks the world revolves around them, there is ZERO percent chance that she gets shot. ZERO!

Regardless if he was jaywalking or not, they were clearly fucking with him for no other reason than to bully someone who they see as worthless. They wouldn’t pull over a businessman in a suit for jaywalking. They were just getting their rocks off at the brothers expense.

The black man clearly knew he was being fucked with and probably had no idea he jaywalked, AND couldn’t believe he was being detained for it. Of course he was agitated. I would have also been agitated if two cac arrogant suckers were bothering me when I wasn’t bothering anyone at all. Cops are trained to deescalate situations but the cop made it worse by his aggressive tone which caused the black man to become more agitated. Then, when they both jump and tackle him, now he’s in survival mode. I don’t know what your experience is with cops but when you’re innocent and you’re being manhandled by police, 100% of the time you think you’re going to die. I don’t know if he was really reaching for the gun as shown in that freeze frame, but in a scuffle hands go everywhere.

The police placed themselves and the black guy in danger by their handling of this. By tackling the man, they put themselves in a precarious situation where their weapons were not secure. Then, after they cause the situation, they use that as a means to execute him.

Just think....he’d still be alive if he didn’t go to buy a beer, or if he left his house an hour later or if the cops made a left instead of a right. In other words, his fate was sealed SOLELY because he encountered those two cac cops.

In conclusion, yesterday a white woman got shot for jaywalking in Texas by two white officers.... uhhhh just kidding... see how ridiculous that sounds.

This was the catalyst. There was zero need to harass dude for jaywalking. They went out of their way to fuck with someone, and like Cenk from Young Turks says, "the biggest crime you can comment with police is not showing forced respect". A completely avoidable situation.

Like I said, Jaywalking is bullshit thing to get on someone about. Granted. BUT... They have him on footage jaywalking and it is a ticketable offense. You and I both know that being calm, cool, and collected would have had that situation end differently. I've dealt with cops numerous times and never had any issues. Am I always respectful? Not when they confront me on some bullshit, but i'm never loud or argumentative. I've taken tickets to court and beaten them. I don't allow myself to get amped up to the point that there is any physical confrontation. I've gotten stopped from from the assumption that I have a weapon, assumption my car was stolen, etc... All situations went fine because of how I responded and dealt with the situation. Emotions can get you killed. And sadly, in this situation, it put the guy in a situation where they felt the need to restrain/detain him and look at the outcome? Gotta move smarter than that.

Watched it about 10 times and I didn't see the gun come out the holster. Why did they cut the video there and not show footage of the cop retrieving his weapon? Why did they put dude in a situation where they could take his life?
