I don't think it is a knock on him moving up, it is the idea that he can't go back to his hood because people don't respect him. Like if he goes back he might get worked over or something. They are saying if he was a real street cat and had respect, he would be able to go into his old neighborhood and get daps and pounds without worrying about a mass feeling of apathy or anger towards his presence.
