There was a similar publishing issue between Jay and Nas in the original Ether Beef. If you recall, Jay sampled Nas on "Dead Presidents", then bragged on 'Takeover' about him not paying Nas publishing because at MC Search (Searchlight publishing) owned the rights to the song. An then there's this from Wikipedia:
'Jay-Z's sample on his song "Dead Presidents", using one of Nas's lines ("I'm out for dead presidents to represent me") as the chorus, indirectly led to the Jay-Z vs. Nas feud, after Nas refused to re-record his vocals for the Jay-Z song, or to appear in the accompanying video'

Nicki hasn't given Remy the response she sought - while Remy has been running from interview to interview gloating about Shether.
Nicki had been relatively silent. Did her thing and treated it like it was water off a duck's back. Her career and fan base are solidified. She has had an unprecedented run of seven years of success out the gate. As of now, like it or not, she's THE most successful female rapper in history.
She had smarts and enough juice to get the shit shut down.

Etc.
24 hours after Remy's diss dropped, kats were talking about, "what's Nicki waiting for?" ...As if it took 24 hours for Remy or Pap or whomever to come up with the shit in the first place.
Nicki might have felt lyrically outclassed and was shook. Perhaps she saw her bread and butter in serious jeopardy should she engage and be publicly defeated.

Seeing as there were what appeared to be some boldface lies in Shether regarding Nicki's alleged sexual exploits, perhaps Nicki chose not to dignify it with a like response. As well, since Remy lacks the degree of worldwide fame and universality of Nicki, Nicki's silence could have the effect of making Remy's efforts look like her trying to ride Nicki's coat tails to greater success.

It was rapper NAS that shut it down.
According to MediaTakeOut.com’s EXTREMELY RELIABLE snitches, Nicki called NAS – and Nas got it SHUT DOWN. Here’s what MediaTakeOut.com snitch explained:

I call bullshit ... The beat was produced by Ron Browze or however the fuck you spell it. Ron Browze has the publishing for the instrumental and previously said he won't interfere. Unless the artist (NAS) has a % off of the instrumental I don't get it how NAS could shut it down by himself.
