Lawmakers propose legislation their constituents demand for the most part. Trump is an exception since he does whatever he wants, but his following is cultish and he was never a local politician so he's different.
State laws are generally what the people of the state want. And the gun issue is like the crime issue. Democrats will say, correctly, that crime is lower than it has been in decades but ppl who are the victims of crime or live in high-crime areas don't want to hear it. They want action.
This is the same with the gun issue. People are tired of school shootings, church shootings, grocery store shootings, and street-level gun crime and want legislation.
My point about 2A organizations playing with people's emotions is about orgs like the NRA who sell this idea that gun rights are in danger so they can continue to grift. Wayne LaPierre, who was the head of the NRA for years, has been shown to be a grifter who misappropriated funds when Letitia James sued him. People like him need gun owners to feel like their rights are under threat.
