If you're asking which is worse. Then you are seeking to minimize one, while maximizing the other, regardless if you say you aren't. That is what that question does.
As far as who's lumping in non ADOS with ADOS. Simple, the exit polls...
So when they say Trump won 8% of the black vote. That percentage includes ADOS and non ADOS.
It's the same with the Latino vote. It doesn't just include Mexicans but Cubans, Puerto Ricans, Dominicans, etc....
