Upon further reflection, everyone who sees Joker is responsible for letting him live. Every Joe on the streets of Gotham with access to a weapon should be trying to kill Joker. He's not just Batman's responsibility. Batman has made him his responsibility but in reality, Wonder Woman could easily snap his neck. Aquaman could create a flash flood and drown him, etc. The problem is that the heroes are not killers. Somebody in Gotham could catch Joker going to the bodega and pop a couple of shots in his dome.

Joker moves with too many henchmen around him for just a regular gotham citizen to get him at the bodega like that
