Black Widow wasn't his sacrifice to make- so how could he restore her? Maybe if it was Hawkeye... but even then I can't think of a story where a universal entity had a returns policy...
- especially since the stone's power was used at least 2x since Widow's sacrifice
If Cap asked - I'm sure Skull pointed to the sign behind the rock
In similar stories the rules could be Widow's character could be restored only if someone sacrificed themselves for her - but I doubt that in this case
They still haven't explained how Skull became the stone's prisoner nor how / why the stone transported its self to that planet

yep 2014 thanos is somewhere out there in dust land plotting... If 2019 population can return so can 2014 thanos... They finger snapped him for a reason..juss in case they need him in the future... Somehow I see thanos returning in less than 10 yrs... Somebody gonna need his assistant
