Here's the likely scenario that would happen if you would tell them beforehand. A good number would starting things they would not have ordered and more of it. If you tell them afterwards...what they would have done on their own tabs would be conservative compared to what they did on your tab.
Most elected officials are in same districts with a few being thrown to the wolves. What need to happen to get a better representation of the people is for a nonpartisan group of people or better yet a computer program that logs in the data and draws up a nonpartisan district map.
Now you'll have most representatives in a competitive race.
