An iCard is like a lazy warrant. Once police feel they’ve been given enough information and they think there’s enough probable cause, they create the iCard which would allow them to arrest you if they came into contact with you. Say you lived out of town and you came home to visit with family or friends and that iCard is active, if a flock camera or a cop’s plate reader picked you up, they will scoop you and put you in jail. The person wouldn’t even be aware that someone put paperwork on them. They would know once “12” draws down on them leaving a pizzeria or corners them in a gas station.
