His name is Sgt. Robert Ralston. He’s a 21-year veteran of the Philadelphia Police Department, but he’s about to lose his job.

Ralston, who is white, is going to be fired for making up a story about a black man who shot him.

Why he did it is still unclear. But Philadelphia Police Commissioner Charles Ramsey says after hours of interrogation, Sgt. Ralston admitted he fabricated the whole story.

We tried reaching Ralston so he could explain, but were unable to. We tried to talk to Sgt Ralston at his home in Philadelphia but he ducked inside and didn’t answer questions. Numerous phone calls also went unreturned.

Here’s what we know: On April 5th, about 4am, Sgt. Ralston radioed that he’d been shot. He said he had approached two black men in the Overbrook section of town, where the 19th precinct is located. He said one of them ran away, and the other tried to shoot him but he knocked the gun away. It fired anyway, he claimed, grazing his left shoulder. He had a wound to prove it. His fellow officers spent hours searching for the man with the gun based on the sergeant’s description. Even the SWAT teams were fanned out. They never found anyone matching the description.

Now we know why. They were looking for a phantom suspect.

Why would this police veteran, with a wife and five kids, lie about being shot by a black man? Police say he may’ve been looking for attention or a job transfer, but whatever the reason, he’s going to be billed for the massive manhunt the city took part in after Sgt. Ralston was shot.

The police commissioner said this is one of the most “embarrassing” moments in the department’s history. He’s so disappointed in Sgt. Ralston that his badge will be retired for good.

Weinstein noted that “informal inquiry by [myself] and among the judges of this court, as well as knowledge of cases in other federal and state courts … has revealed anecdotal evidence of repeated, widespread falsification by arresting officers of the New York City Police Department.” He went on to say that “there is some evidence of an attitude among officers that is sufficiently widespread to constitute a custom or policy by the city approving illegal conduct.”

A respected federal judge slammed the NYPD Monday as plagued by "widespread falsification by arresting officers."

Brooklyn Federal Judge Jack Weinstein delivered the disturbing appraisal in a four-page decision refusing to throw out a multimillion dollar suit against the city filed by two men who were busted on bogus narcotics charges.

Weinstein, a 40-year veteran of the bench, was not persuaded by the city's claim that there is no evidence that police lying is condoned as an official policy.

"Informal inquiry by [myself] and among the judges of this court, as well as knowledge of cases in other federal and state courts ... has revealed anecdotal evidence of repeated, widespread falsification by arresting officers of the New York City Police Department," Weinstein wrote.

He said that while the vast majority of cops don't engage in crooked practices, it was common enough to be an institutional problem.

The judge said that despite better training for recruits and tough disciplinary action for bad cops, "there is some evidence of an attitude among officers that is sufficiently widespread to constitute a custom or policy by the city approving illegal conduct."

A police spokesman had no immediate comment on the decision, which was made public yesterday.

Maximo Colon and his brother, Jose, say Queens narcs busted them last year on false charges of selling cocaine in order to meet arrest quotas.

A surveillance tape inside Club Delicias de Mi Terra completely exonerated the Colons and led to the indictments of Detectives Henry Tavarez and Stephen Anderson.

The Colons then filed a $10 million lawsuit for false arrest.

Weinstein lowered the boom on the NYPD after giving city lawyer Afsaan Saleem a chance to come up with documentation showing that steps have been taken to address any problem of false testimony and fabricated criminal charges by cops.

In the past year, hundreds of drug cases have been tossed due to a corruption scandal in the Brooklyn South narcotics unit, three cops were arrested for covering up the sodomy of a suspect in the Prospect Park subway station and a veteran Bronx detective was convicted of perjury.

"The NYPD has a serious credibility issue if federal judges are convinced the department puts officers on the stand who lie," said Donna Lieberman, president of the New York Civil Liberties Union.

The Bradford County Sheriff's Office has arrested a member of the Lawtey Police Department.

Kenyatta Sheffield, a part-time officer, is accused of offering to let speeders pay fines in cash while he had them pulled over, reports First Coast News.

The little town has a reputation for being a speed trap, it is now getting a worse name.

Sheffield called it a "roadside fee."

Police said they got the tip on the alleged scam when he pulled a woman over three weeks ago. "She was told she could pay a roadside fee of $191. In doing so it would eliminate the point on her driver's license," Lawtey Police Capt. Shane Bennett said.

The girl didn't have the cash, so she called a friend for help. That friend knew something was fishy and called the cops.

Sheffield went as far as escorting another women to an ATM to get cash.

He then voided the tickets, obliterating all identifying information, such as tag numbers, reports First Coast News.

Police said Sheffield wrote about 350 tickets over the last couple of months
