Also, if Shaw becomes OC, having been able to interview him early (for HC at the time) would have been worth it. I think Rivera would also have been a potential candidate for DC (if not for Allen), so that interview was another chance to talk to a candidate as early as possible. To gauge both aptitude and mutual interest.
