I can't quote the EXACT book.

I do know that when he first came to the Avenger he hung out with them in NYC before returning.

During his 1977 book series he came to NYC for a little while and fought crooks.

He had an 1988 series where he was in Africa for most of it but ended up coming back to NYC.

Marvel Comics Present had him re-doing his quest and he was fighting crooks in Egypt and NYC.

He teamed up with Kazar and fought Hammerhead in NYC....

He teamed up with Kazar and fought Hammerhead in NYC....
