If you mean from a "Delivery standpoint" she is not "X", thats one thing. Sarah can successfully repeat quips, especially the ones her audience wants to hear and indulge itself in.
If were talking about whether she's "Learned", thats another. I'm not concerned about her delivery; I don't believe she has the mental skill or preparedness. I thought the same, by the way, of George W. Bush. LOL. I truly believe his ass is a dullard who couldn't personally think his ass out of telephone booth -- hence, it was too easy for us to end up in Iraq.
I don't think Sarah is in the same intellectual league with the President. But, her audience doesn't care whether she's mentally capable or not. The audience is just cheering at the pep rally. And, right now, it'll take a win, no matter what sombitch can deliver it.
With respect to whether Obama can win a second term: Its way to early to be talking about that and its still too early to judge what effects of those who want the President to fail, have had. Without question, the "Failers" have had some success; but I keep seeing the President ease back.
I think a lot of people, perhaps yourself included, thought the President would be running a West Coast fun and gun offense. The way I see it, he's been doing it more old-school SEC style: three yards a cloud of dust; if you don't make a first down, punt and play field position. When the defense (Failers, Birthers, Truthers, etc., have thought they have had him on the ropes, he's maintain his persistence until he's gotten the ball in position for at least a field goal. A case in point? - see, Healthcare; see, nuclear agreement with the Russians; see, economy slowly turning around, though critics throw bricks at any shortcoming they see in that turn around, hoping that something hits the president upside the head.
Oh, I don't doubt. Romney and others may be willing to let Palin fire-up/entertain the base right now, nothing else is, especially "NO". But, when its time to run, I expect the party's players to distance and distinguish themselves from Palin.

1. She seems too green when it comes to taking interviews *thus, why she is on fox news*. I'm not to sure that she can debate as well as the Bush's. However, Obama isn't too keen on the debating stage as well. She does seem goofy at times. That's one thing I would admit.
2. The one thing that many on the left *not saying that you are, indeed, on the left* make their mistake is to try to analyze the right's mental skill. That's how the left gets beat. Never underestimate a simple politician. A simple politician will often make his policies very simple, and straight forward. Something the public loves. The average American wants to understand his/her purpose in this country, and wants a simple approach to opportunities. It's not that Americans are stupid. In fact, its far from it. We, as an Americans, just want things as simple as it can be. Basically, low taxes, good schools, less crime, and overall safety from foreign threats. If you can get that, it doesn't matter about someone's "mental skill".
On another note, once you find someone with the better "mental skill" he/she will think they know more than everyone. Do you really want someone running this country with that type of arrogance? *oh shit we do have someone in office like that!!*
3. Now Que, you know I've been the one saying that Obama best chance for winning another term is to have opposition in Congress. To be honest, I don't want Obama to be a bad president. I do want Obama to either move closer to the center. If he can't do that, then I'll vote his ass out in the instant.

5. I wouldn't put my money on anyone to be honest. Right now, it depends on how Obama reacts if he gets a new congress. If Obama was smart, he would do the Clinton approach. The worst thing that can happen is a dug up scandal.
I'm going to say this again, que, do not underestimate Palin. Bush got elected because the left underestimated him. The thing Palin has on her side is her opposition.
