Coach Francis has been beefing with the Jamaican Amateur Athletic Association director for years. When JAAA sent the MVP athletes emails that they were required to arrive in Germany on Aug 6th for the mandatory relay practices and drug testing, Francis told them to disregard it. He did the same thing during the Olympics last year (the women's team botched the relay baton passing), and JAAA wasn't gonna tolerate it this year. They kicked Asafa, Shelly-Ann Fraser, and 4 other MVP athletes off the national team.
Luckily, the president of the IAAF asked (ordered) JAAA to reconsider since Asafa was a former record holder, and Fraser is the reigning 100m gold medalist. If the IAAF didn't get involved, Asafa, at 26, may have never made a national team again. Francis almost sacrificed his top guy's potentially final world championship over his personal grievances with JAAA.
