Yea of course they were in the shadow of Jay, but that's neither an excuse nor Jay's fault. Jay did all that could be expected from him for those artists (except Cam, who he just didn't like), at some point they have to stand on their own. Kanye stayed on his grind AND had a product the public was feeling, he's doing just fine after coming up from the shadow of Jay-z.
